As per the Aravali notification dated May 7, 1992, which curbs
non-forest activities like setting up of industries, farm houses,
community centres, construction of clusters or any other activity that
is connected to construction. The areas that are covered under this
notification are Gurgaon and its adjoining district Alwar as well as
entire common hill land and all zones that are covered under section 4
& 5of the Punjab Land Preservation Act (PLPA). For any non-forest
activity which falls under the PLPA notification, one has to get
mandatory approval from MoEF (Ministry of Environment and Forests).
Recently, this notification by MoEF has proved to be a spoiler in safeguarding of Aravalis in Faridabad and has given way to property players and it seems that even the Haryana Government has given a free hand to issue approvals for the non-forest activities in these areas. Government sources say that Faridabad does not come under the PLPA and hence the Haryana government has the liberty to issue approvals. The NCR Planning Board (NCRPB) and MoEF have also some issues on this regard. Sources say that if MoEF had revised the notification and would have covered the entire Aravalis then this kind of issue would not have occurred and it would have put an end to all confusions.
No changes were made to the Aravali notification even after Supreme Court had ordered to protect the Aravali range at any cost in 2004 over the project by real estate player Ansals in Raisina Hills in Gurgaon. Even in the NCRPB regional Plan 2021, issued in 2025, it was clearly mentioned that none of the non-forest activity will be undertaken in the Aravalis. It was declared as a Natural Conservation Zone. But, in the revised regional plan, the board has deleted the line that extended the Aravali notification to the entire zone.
However in 2011, Haryana Government has gone ahead and stayed the proposal to notify common hill land areas under section 4 & 5.
