“Buildings should be certified as having been constructed in compliance of planning permit, building permit and other applicable laws. Electricity, water connection and occupancy should be conditional on such a certificate,” says a real estate consultant.
Though some builders issue the completion certificate to release the last installment of the loan from banks, buyers sometime find themselves in peculiar situation when they find discrepancies in the completion of building at a later stage.
“My builder has issued completion certificate before the release of the final installment of loan amount without even tiling and carpentry works. Banks too accepted the letter and released the loan. Later, the builder delayed the process and we had to plead him to complete the work,” says Mohan Kumar, a resident of Chennai.
Issuing of Completion Certificate (CC) will ensure that the owner has constructed the building as per approved plan. Without the occupancy certificate, it is difficult to get the electricity, water and sanitary connection. The National Building Code (NBC) 2005, formulated by the Bureau of Indian Standards, spells out new regulations for adoption by infrastructure departments, municipal administrators, public bodies and private agencies.
In Pune, however, owners of flats and houses need not have to depend on the builder for the occupancy or completion certificate as the same will be issued to them if the construction norms have been met and the builder has not bothered to procure it from the Pune Municipal Corporation. However, if the flat or house has not been built as per the norms laid down by the PMC, the owner will have to either tell the builder to fulfill the requirements or do it himself or herself.
An occupancy certificate is an authorisation issued by a local governing body that a newly completed (or substantially completed) building meets the required health and safety standards and can be inhabited.
Why CC is necessary?
- The owner has to construct the building as per approved plan without any deviations and violations. Issuing of Completion Certificate will ensure that the owner has constructed the building as per approved plan.
- The building will be assessed for property tax with effect from date of completion of the building.
- The water rate will be converted in to domestic instead non-domestic with effect from date of completion of the building.
- The completion certificate will facilitate payment of final installment of the housing loan to start repayment of the same.
